Barbara Smith has a wide range of federal sector management experience, and a broad background in human capital (HC) management, executive education, leadership coaching and HC policy development and implementation. As a leadership coach, she works with senior executives, senior managers, mid-level leaders and teams from across government, including the Departments of Army, Education, Energy, Commerce, Defense, Health and Human Services and the IRS.
Applying her comprehensive background as a former government administrator and leader, Barbara brings both a strategic and practical approach to her coaching work. Barbara held senior level positions at the Office of Personnel Management as director of Leadership Succession Planning Services, director of the Management Development Center and Presidential Management Fellows Program Director. From these positions, Barbara gained a unique perspective of leadership coaching and education, and their application to development of leaders at all levels. While working at the Department of Navy, Barbara designed and evaluated technical training curriculum, and trained and coached technical Navy instructors. Currently, she is a senior consultant at ICF International.
Barbara is certified coach through the International Coach Federation and a graduate of Georgetown University’s Leadership Coaching Certificate Program. She is a certified Action Learning Coach by the World Institute for Action Learning. Barbara is a certified user of the Center for Creative Leadership’s Executive Dimensions, Benchmarks and other 360 assessment tools, including and OPM’s Leadership 360. She is qualified to administer the Myers-Briggs Type Indicator, the classic DiSC assessment, and several communications and interpersonal relationship assessment instruments. Barbara was a Council for Excellence in Government principle, and a member and former treasurer of the Federal Executive Institute Alumni Association.
